The Promotion Center is the loyalty layer on the desk. House receives a campaign, reviews it, and assigns it to a Client ID. Until that assignment is on, the desk does not see it.

The path
Status on the house deck moves through received, in review, approved, and active. House can reject a campaign before it is live.
The campaign lands with a supply id, a studio when there is one, dates, countries, eligible games, and terms.
House moves it to in review, then approves or rejects it. A rejected campaign never reaches a desk.
House turns the campaign on for specific Client IDs. Agents see it on their books only after that.
Players never see the house layer. A campaign that is not assigned does not appear on the agent desk.

Yes. Assignment is per desk. One Client ID can be in a campaign while another is not.
